Manually select a gear at the transmission housing with the cables detached, then attempt to select the gear at the shift lever. Make sure they all line up correctly.

Once that is done then move onto the hydraulic portion of things.

I can shift it on the transmission and the cables match and when you move cables the sifter respond correctly.

Then it sounds like it's something with either the hydraulic system, or the mechanical linkage inside the bellhousing.

If you are 100% sure the hydraulic system is functioning correctly then there isn't much else you can check without pulling the trans.

I will also say Rick, Just because your cams are facing each other like they "should" doesn't mean they are level and in time. When I looked at it, with the intake cam level, the exhaust was 2 teeth off. At 2 teeth, you can still make the marks on the cams face each other but they are not in perfect time.

They are both the same length, its just how the inlet flange is clocked for the tps sensor. The 90 rail is angled more towards the TPS, the 91-94 rails are angled straight up to make room for the TPS. Both rails are the same length.

I must have a 90 rail on mine, cuz it is a tight squeeze.
